Import exceptions don't stop the server

If there is a problem with a plugin, the server keeps running, with that plugin disabled.

This made sense when the server was supposed to be a long-running process and independent from the plugins. These days, we are creating docker images that contain the server and the plugins. In this new scenario, an image may build and run without an issue, even if the desired plugins failed to run.
